Does the Bible say a woman can't be VP?

Some one at my church commented it is against the will of God for a female to serve as VP because women should NEVER have authority over men. As far as I can understand, this comes from the scriptures prohibiting women from teaching in the church. Deborah was a judge in the Old Testemant (Judges4-5). I'd love many opionions on this.
