The new f35 fighter ... how is this technology going to be outdated?

the us is spending billions on the new f35 fighter before it's even flight/battle proven because they're afraid if they don't the technology will be outdated. outdated by who? what other country on the planet is going to spend the billions of dollars on unproven technology that surpes the f35?
