Who is the government of organized crime syndicates? Is regular or shadow government secretly involved?

Congressman- Texas Ron Paul said the shadow government exist; has its own military cloaked within the official government military. People tend to say the people we see in government are merely the puppets of the people who run the government but hide in the shadows.
